NESPOA - Promoting harmony with our desert
The purpose of this material
- We want you to join NESPOA.
- We need each other.
- We believe NESPOA serves everyone's best interest.

Our Mission
To protect the property values and represent the interests of the property owners of
North East Scottsdale, through communications, negotiations, mediations and representation
to government officials and agencies, developers, and business owners.
NESPOA's Beginnings
Around 1983 a group of homeowners in this area got together because they
were concerned about preserving property values and protecting the desert environment.
They were worried about unrestricted commercial and residential development.
In 1987 the North East Scottsdale Property Owners Association
(NESPOA) became an Arizona State registered non-profit organization,
primarily to give voice to its concerns before the Scottsdale City Council.
It is chartered in its by-laws to represent property owners from the
intersection of Thunderbird Rd. and 104th St., east to the Scottsdale City Limits, south
to the northern boundary of the Pima-Salt River Indian Community Reservation, west to
104th St., north to the point of beginning at Thunderbird Rd.
What NESPOA offers
- NESPOA keeps a watch on developments within our area. We
have worked successfully with the planners and developers to the benefit of all parties. NESPOA
gives you the organization to do this.
- NESPOA represents your needs before the City Council. We
have successfully argued for the widening of Shea Blvd. ahead of the planned schedule.
Shea was widened in 1988 instead of in 1992 and, in addition, we have successfully argued
for a traffic light at 124th Street and Shea which is now installed and working. Along
with the City of Scottsdale, NESPOA planned the extension of six lanes of Shea to the
eastern city line.
- There's strength in numbers and you will be represented before the City
Council, the Planning and Zoning Commission, and the Board of Adjustment on matters of
concern in your neighborhood.
- A NESPOA newsletter keeps the membership informed on
what the city is planning so you can have your views known before, not after, the City
Council vote has been taken.
- NESPOA is not your typical homeowners association. We
are not interested in policing YOU. Our concerns are issues: housing densities, traffic
flows and the preservation of our desert lifestyle.
Examples of NESPOA's effectiveness
- NESPOA's most important success, since its founding, was
to beat back sustained, well financed efforts to convince the City Council to allow
substantial increases in housing densities and practically unrestrained commercial
development on the Shea Corridor, including mega-sized shopping centers. We must still be
vigilant in this area; developers push constantly for widespread commercial development in
the Shea area.
- NESPOA has entered in a lawsuit to prevent commercial
development on Shea at 116th St. (The Shea Corridor policy calls for NO COMMERCIAL
development on Shea east of 96th Street.) This suit also seeks to hold the Council to
timing stipulations and the reversion (to original zoning) which is part of Arizona Law.
- The area now occupied by the exclusive Montaña Ranch development would
have been filled with low cost, high density condominiums were it not for the strong
opposition from NESPOA.
- NESPOA, on behalf of the area residents, continues to
resist pressures to allow higher densities, especially for areas up against the beautiful
McDowell Mountains. Developers continue to apply pressure on the city staff and officers
to recommend substantially higher densities than allowed by current zoning. The 1996
referendum, voted on by Scottsdale's citizenry should send a message to the Council to
resist this pressure. We hope they're paying attention.
JOIN US... We Need Your Support!
The annual dues are $25 per family which entitles both spouses to vote
on NESPOA matters. This small sum obtains countless hours of dedicated
service from the NESPOA Board of Directors and other volunteers. It is
only by their constant vigilance, via numerous meetings with City staff, officials,
developers and attendance at Planning and Zoning meetings, Design Review Meetings, etc.,
that we have been able to defeat, or at least control, changes in zoning that would have
negatively impacted or threatened our lifestyle. Without NESPOA we would
have been overrun with inexpensive high density development. In fact, our Association has
established such an excellent reputation and rapport with City staff and Officials that
developers seeking zoning changes in our area are advised to contact NESPOA
before proceeding.
The bottom line is this: In order for NESPOA to be more
effective, we must represent a significant number of homeowners in our immediate area.
Even if you have your home up for sale, you have a vested interest in the objectives of NESPOA.
